Regulatory Affairs Position Description for Licensing and Compliance Manager
(Remote, exclusive to applicants on the East Coast)
We are seeking a Licensing and Compliance Manager who will bring a spirit of innovation and entrepreneurship to our team and help solve complex and multi-
disciplinary regulatory problems.
The Licensing and Compliance Manager leads and supports the following important tasks:
- Project regulatory, environmental and operations compliance filings
- Project licensing including interfacing with Federal and State resource agencies, non-governmental organizations, and other stakeholders
- Ongoing compliance monitoring and reporting
- Document preparation and publishing.
Position Summary:
The Licensing and Compliance Manager will lead and/or support, as applicable:
(1) project
relicense planning, scheduling, process implementation and coordination of consultants and
vendors during relicense proceedings;
(2) timely tracking, follow-up, and reporting of license
compliance requirements;
(3) acquiring local, state, and federal permits for planned or emergency
site work and project improvements;
(4) drive project compliance for multiple geographic
divisions in alignment with the Operations department using an Information Management system;
(5) review technical data to prepare letters, plans, and reports;
(6) evaluate site-specific regulatory requirements. This position will also perform other regulatory and compliance duties as assigned.
Responsibilities
Under the direction of a department Director, manage concurrent relicense proceedings including
project planning, scheduling, budgeting, tracking, and reporting. Author, compile, review and
submit timely high-quality regulatory documents and reports internally and to local, State, and
Federal agencies in accordance with regulatory requirements. Research site-specific compliance
and operations issues and prepare summary memos and recommendations. Prepare Requests for
Proposals, review vendor proposals, and schedule and oversee engineering and environmental
consultants and subcontractors. Review and analyze scientific and engineering data including
river flow, water quality, hydro operations, and dam safety instrumentation and monitoring, and
prepare reports. Drive project compliance for multiple company divisions in alignment with the
Operations department using a Compliance Tracking System (CTS).

- Familiarity across a breadth of technical disciplines involving engineering (e.g., civil,
- electrical, dam safety) and environmental science (e.g., surface hydrology, water quality,
- fisheries biology) to review and analyze data to prepare reports
- Highly agile with the ability to communicate, prioritize, and adjust to competing demands
- in real time
- Solid organizational skills with proven attention to detail, ability to balance and coordinate
- multiple projects simultaneously, and the flexibility to meet deadlines under time
- constraints
- Proven ability to establish effective working relationships with key staff across multiple
- departments, Federal and State resource agencies, non-governmental organizations, and
- other stakeholders
- Excellent written communication skills: able to author effective letters, reports, plans, and
- other correspondence to further the company’s interests within a regulatory framework
- Excellent oral and interpersonal communication skills: able to effectively lead and steer
- discussion in meetings among internal staff and/or external stakeholders
- Proven experience in project management including regulatory professional services
- management and financial management
- Strong analytical, problem-solving, and technological skills (e.g., MS Office Suite, GIS)
- Proven experience in working with Federal Energy Regulatory Commission (FERC)
- regulations, National Environmental Policy Act (NEPA) review, US Corps of Engineers
- permit programs, State 401 Water Quality Certifications
- Required Qualifications
- BS degree in an environmental, engineering, or related field
- 3-7 years of progressive management experience in licensing/permitting hydropower
- projects in US or 10+ years of related professional experience in a regulatory role
- involving engineering and science
- Valid driver’s license
